Refractory materials (magnesia carbon bricks) were originally industrial product production license products, and market supervision departments supervised them in accordance with the provisions of the Regulations on the Administration of Industrial Product Production Licenses. They strictly supervised the purchase of raw materials, control of key quality points in the production process, process inspection, factory inspection, and other aspects to ensure product quality. However, in the "Decision of the State Council on Adjusting the Catalogue of Industrial Product Production License Management and Strengthening in-process and post supervision" (Guofa [2019] No. 19) on September 8, 2019, the industrial product production license for refractory materials (magnesia carbon bricks) was cancelled, and it was implemented as a general product under the "double random, one public" supervision model.

To further strengthen the supervision of refractory material (magnesia carbon brick) enterprises, we will take the following measures to continuously improve the quality of refractory material (magnesia carbon brick) products:

One is to urge enterprises to strictly fulfill their main responsibilities, strengthen credit supervision and restraint measures, research and establish a quality traceability system and reward reporting system, and severely punish malicious illegal acts in accordance with the law.

The second is to urge relevant enterprises to effectively assume the responsibility of product quality and safety management, establish and improve systems for product quality acceptance, inspection and testing, and after-sales service, and ensure that products meet relevant standard requirements.

The third is to improve the problem oriented supervision and random inspection mechanism, increase the supervision and random inspection of refractory materials (magnesia carbon bricks) products, expand the coverage and frequency of supervision and random inspections of key products and areas (in 2021, the provincial bureau organized and implemented more than 100 batches of product quality supervision and random inspections of magnesia carbon brick products), timely disclose random inspection information in accordance with the law, increase the investigation and punishment of unqualified products, and carry out special rectification for products with industry and potential quality and safety risks.

The fourth is to reduce certification without reducing pressure, comprehensively strengthen in-process and post event supervision, fully utilize information technology, establish and improve quality and safety monitoring and early warning mechanisms widely participated by inspection and testing institutions, scientific research institutes, industry associations, etc. According to the principle of "whoever approves, supervises, and supervises", conscientiously fulfill regulatory responsibilities, and timely and effectively prevent and resolve risks.

The fifth is to strictly investigate and punish illegal activities. For product quality problems discovered during supervision and spot checks, in addition to requiring enterprises to identify the cause of the problem and actively rectify it in accordance with the provisions of the Product Quality Law, administrative penalties such as warnings, confiscation of illegal gains, fines, etc. will be given according to the severity of the problem, so that unqualified product production enterprises can truly feel the importance of product quality.
